Hope he is using that card in a compatible SmartPhones.
Older phones may not detect or support BIG Memory card properly.

If still friend can't be able to write/format it in latest compatible Smartphones.
then the Memory Card may be damaged
now return it back to seller under warrenty and get a replacement card.

Dear ajinantoo
I hope you are sure that it is NOT a Micro SD Card.
It will need different kind of fix.
perhaps as mentioned by fox
or use of Linux Platform
or return to the vendor (In case the card is a defective piece)
--------

What kind of SD Card is your Friend having ? SD, SDHC, SDXC ?

IF the LOCK POSITION IS DOWN, the SD Card will be LOCKED
-- and your friend WILL NOT be able do any modification/deletion formatting on the SD Card.
IF the LOCK POSITION IS UP, the SD Card will be Un-LOCKED
-- and your friend WILL BE ABLE do all modification/deletion formatting on the SD Card.

Once the Write Protection Lock is unlocked, your friend can format the SD Card from within his Digital Camera.
In case, he wants to use his/her PC for formatting the Card,
then he/she can download and use the below mentioned tool :

Brief tutorial :

If he/she wants to try other methods, he/she can use any of the below methods :
